IMPLEMENTASI KEBIJAKAN PROGRAM MAKAN BERGIZI GRATIS DALAM PERSPEKTIF ASAS-ASAS UMUM PEMERINTAHAN YANG BAIK (AUPB)

Abstract

The Free Nutritious Meal Program (Makan Bergizi Gratis/MBG) is a strategic policy of the Indonesian government aimed at supporting the fulfillment of nutritional needs while improving the quality of human resources. The implementation of this nationwide program involves various actors and requires effective governance to ensure that the policy is carried out transparently, accountably, and in accordance with the public interest. This study aims to analyze the implementation of the MBG Program from the perspective of the General Principles of Good Governance (Asas-Asas Umum Pemerintahan yang Baik/AUPB) and to identify governance aspects that need to be strengthened. This study employs a normative juridical method with a descriptive qualitative approach through literature and document reviews. Data were obtained from relevant laws and regulations as well as scientific journal articles concerning the MBG Program, public policy, government governance, accountability, and school feeding programs. The data were analyzed descriptively and qualitatively by identifying and comparing findings based on the principles of legal certainty, openness, prudence, public interest, and good public service. The results indicate that the implementation of the MBG Program has a regulatory foundation but continues to face challenges related to differences in regional capacity, coordination complexity, supervision, and potential irregularities. Strengthening the division of authority, transparency, accountability, coordination, supervision, and outcome-based evaluation is necessary to establish MBG governance that is consistent with the principles of AUPB.
